In recent days, the leading team of the Municipal Construction Commission has dispatched inspection teams to key ongoing construction projects across the city to conduct pre-holiday safety production inspections, providing guidance and oversight to all parties involved in construction operations to strengthen safety management, firmly uphold the bottom line of workplace safety at construction sites, and ensure stable and orderly safety in the construction sector during the Spring Festival holiday.
Safety Production Supervision and Inspection
In recent days, the leading team of the Municipal Construction Commission has dispatched inspection teams to key ongoing construction projects across the city to conduct pre-holiday safety production inspections, providing guidance and oversight to all parties involved in construction operations to strengthen safety management, firmly uphold the bottom line of workplace safety at construction sites, and ensure stable and orderly safety in the construction sector during the Spring Festival holiday.
Lou Jianzhong, Party Secretary and Director of the Municipal Construction Commission, led a team to conduct inspection and guidance at projects including the Jianghehui Hangzhou International Financial Center, listened to reports on project progress from the construction entities, and gained an in-depth understanding of the current control measures for construction risk factors as well as the challenges and difficulties facing these projects.
He emphasized that, as the Spring Festival draws near, all parties involved in project construction must earnestly strengthen safety production safeguards, rigorously manage and mitigate all construction-related safety risks, and ensure robust measures are in place for construction safety, worker safety, safety of the work and living environment, and emergency on-duty arrangements during the holiday period. These efforts are essential to maintaining a stable safety record across the city’s construction sector and to creating a favorable environment for the public to celebrate the Spring Festival joyfully.
A total of 10 inspection teams were formed for this supervisory inspection, led by officials from the Municipal Construction Commission. Employing the “four noes and two direct” inspection approach, the teams conducted comprehensive oversight of on-site safety management at construction sites that maintained operations during the Spring Festival holiday.
Ding Meijun, Deputy Secretary of the Party Leadership Group of the Municipal Construction Commission, led a team to inspect the quality and safety as well as civilized construction practices at Project Section 01 of the North Ring Road–Tianmushan Road Improvement and Reconstruction Project and other sites. She urged the strict implementation of all safety and emergency response measures and extended greetings and condolences to personnel on duty during the Spring Festival holiday.
Jiang Xiaojun, a member of the Party Leadership Group and Deputy Director of the Municipal Construction Commission, led a team to inspect projects including the commercial residential development (with supporting public facilities) on Plot No. 67 of the Hangzhou Municipal Government’s Land Reserve and Transfer Program [2022], with a particular focus on verifying the on-duty arrangements under leadership supervision, the attendance and performance of duties by personnel in key positions, the management of high-risk and large-scale construction projects, and on-site fire safety management. During the inspection, he also expressed gratitude to the workers at the site for their contributions to Hangzhou’s urban development.
Ye Qing, a member of the Party Leadership Group of the Municipal Construction Commission and a second-level inspector, led inspection teams to visit projects such as the civil engineering works for the 220 kV coordinated substation in Hangzhou, urging all units to strictly adhere to the red line of work safety during the holiday period. He emphasized the need to thoroughly identify and address safety risks and hazards related to deep excavations, fire safety, construction power supply, welding operations, and other areas, so as to ensure that project construction proceeds safely, steadily, and in an orderly manner.
Yang Teding, a member of the Party Leadership Group and Deputy Director of the Municipal Construction Commission, led a team to inspect safety in production at Phase I of the Zhejiang University Hangzhou International Science and Innovation Center project and other projects. He listened to work reports from the various construction entities, instructed on-site personnel to ensure safe and civilized construction during the Spring Festival and to make thorough preparations for resuming work after the holiday, and extended festive greetings to all.
Wu Jianzhong, a member of the Party Leadership Group of the Municipal Construction Commission and a second-level inspector, led a team to conduct pre-holiday safety inspections at projects including Lot 1 of the EPC general contracting for Phase IV (the Initial Development Block) of the Yipeng Relocation Housing Project. During the inspections, he gained a detailed understanding of the payment of wages to rural migrant workers and the safety assurance measures in place at construction sites before and after the Spring Festival, and extended Spring Festival greetings to all participating construction entities.
Pan Lingjie, a member of the Party Leadership Group and Chief Engineer of the Municipal Construction Commission, led a team to conduct on-site inspections of key projects, including the Jiangnan Water Plant Expansion and Reconstruction Project—specifically the EPC contract for the water plant construction—focusing on the payment of migrant workers’ wages and the stockpiling of emergency supplies. He urged all relevant units to rigorously implement safety production responsibilities, eliminate potential safety hazards, and create a warm and heartwarming Spring Festival atmosphere for workers remaining at their posts.
Liang Xu, a member of the Party Leadership Group of the Municipal Construction Commission and Party Secretary and Director of the Municipal Urban Infrastructure Center, led a team to inspect projects including the upgrade and renovation tunnel project on Wenyi Road (from the Zijin Port Interchange to Jingchang Avenue). During the inspection, he set forth specific requirements for on-site quality control, work safety, and civilized construction practices, while also expressing heartfelt gratitude to the workers for their dedicated efforts and unwavering commitment to their posts during the Spring Festival.
Yan Gang, Party Secretary and Director of the Municipal Construction Management Center, led a team to inspect several projects in the Tonglu Economic Development Zone, including the Aoxin Cloud Data Center (Building No. 2, Production Facility) on Industrial Plot No. 59. During the inspection, the team gained a detailed understanding of site safety management measures and initiatives to show care for migrant workers during the Spring Festival. Mr. Yan urged frontline workers to prioritize workplace safety and extended New Year greetings to all employees.
Dai Guoqin, a member of the Party Leadership Group of the Municipal Construction Commission and a first-level researcher, led a team to conduct a pre-holiday inspection of the Phase I relocation and reconstruction project of Lin’an District People’s Hospital and the Maternal and Child Health Care Institute. The inspection focused on the Spring Festival overtime work plan, the timely payment of wages to migrant workers, and on-site fire safety measures, among other matters. Dai emphasized that all units should ensure the daily well-being of their workers so that they can celebrate a peaceful and harmonious New Year.
