On September 11, 2023, the Phase I works of the Fourth Phase of the Hezhuang Relocation Housing Project successfully passed the acceptance inspection for the basement and the main structural works from the 1st to the 10th floors. This sectional acceptance of the main structure covers the basement, 11 residential buildings spanning floors 1 to 10, and the associated podium buildings, marking the official start of the final sprint in the structural construction phase of the project.
On September 11, 2023, the Phase I works of the Fourth Phase of the Hezhuang Relocation Housing Project successfully passed the acceptance inspection for the basement and the main structural works from the 1st to the 10th floors. During the acceptance inspection, Zhou Hewu from the Supervision Station and the heads of the five participating parties were all present on site.

The EPC general contracting project for Lot 1 of Phase IV of the Hezhuang Relocation Housing Project is located in Hezhuang Subdistrict, Qiantang District, Hangzhou. It is bounded by Jiangdong Avenue to the north, Hezhong Road to the west, the Chenghuangmiao Straight River to the east, and connects to the Phase II project on its southern side.
The project’s total planned land area (including Phase I and Phase II) is 173,470 square meters, with a total gross floor area of 782,124 square meters, of which 485,710 square meters is above-ground floor area subject to floor area ratio calculations. The underground floor area totals 286,466 square meters, while the elevated podium area (not included in the floor area ratio calculation) is 9,948 square meters. The site coverage ratio is 21.99%, the floor area ratio is 2.80, and the green space ratio is 35%.
The total gross floor area of this project (Phase I) is 216,850 m². (This project and Section 2 share a common basement; based on the construction joint layout, the basement comprises two levels, while the above-ground portion includes 11 residential buildings and associated podium structures.) Section 1 has a total land area of 39,727 m², with a total gross floor area of 216,850 m², of which the above-ground floor area subject to floor-area ratio calculation is 154,181 m². The underground floor area is 62,669 m², and the elevated-floor area (not included in the floor-area ratio calculation) is 4,663 m².
This project is an resettlement community designed to deliver benefits to the public. Upon completion, it will help promote social harmony across the board, and the development of related supporting industries will play a crucial role in advancing local economic development and enhancing the livelihood security of local residents.

By ensuring timely progress, maintaining high-quality standards, and prioritizing safety, the project has successfully completed all construction tasks for the main structural sub-projects spanning floors 1 through 10, thereby meeting the requirements for this acceptance inspection.
Faced with a tight construction schedule, the project team achieved one remarkable milestone after another: completing the pile foundation work for 1,940 bored piles in just 65 days, excavating 320,000 cubic meters of earth in 48 days, and constructing a 65,000-square-meter underground basement in 85 days. All construction tasks were completed on schedule, earning repeated commendations from village representatives. Through their tenacious spirit, relentless effort, and unwavering determination, the project team has earned widespread recognition from all stakeholders.

The project has advanced through meticulous management of progress and quality, with a reverse-schedule approach based on timelines to develop a comprehensive project schedule. Adhering to stringent standards and ensuring rigorous implementation, the team has organized multiple centralized training sessions for management personnel, fostering a positive culture of benchmarking, learning, emulation, and continuous improvement.

Strictly implement the relevant technical and quality standards set by the Engineering Bureau and the company, rigorously apply measures such as demonstration-lead construction, real-time measurement and verification during construction, and the three-inspection system, fully enforce the signboard-based acceptance procedure, and strengthen the traceability of quality accountability.
Conduct specialized briefings for construction personnel on common error points and potential quality risks in each work process, and carry out targeted quality inspections to identify gaps and address deficiencies, thereby ensuring that construction is completed correctly the first time and achieves superior quality on the first attempt.
Fully leverage BIM technology to achieve comprehensive design and coordination across the entire project, rigorously enforce quality management, and relentlessly pursue excellence, with the ultimate goal of delivering a high-quality, benchmark project.
Consistently and tirelessly enforce robust safety management and control.
The project adheres to the production policy of “safety first, prevention-oriented, and comprehensive management,” rigorously implements the “weekly safety inspections” and “daily pre-shift safety briefings” systems, places strong emphasis on safety education and training, and vigorously carries out the “Three Irons and Six Rules” campaign as well as the “Frontline Defense”警示教育.
During the preparations for the Asian Games, multiple “on-site safety surveys” and “specialized machinery inspections” were conducted to enhance the safety risk management capabilities of management personnel, strengthen construction workers’ awareness and ability to prevent accidents, comprehensively consolidate the foundation for safe development, foster a strong culture of workplace safety, and build a shared commitment to safe development across the entire workforce.
Since the commencement of the project, the project team has overcome one challenge after another, ensuring production and facilitating contract performance. The team has consistently focused on lean construction and tackled key challenges to deliver high-quality results, successfully achieving all milestone targets. Moving forward, the project office will make a full-scale push toward the objectives of overall structural acceptance and final completion and handover, thereby advancing the project with high standards, high efficiency, and high quality.
