Safety Production Month | Building Defenses Through Drills, Replacing Combat with Training: Emergency Response Drills Drive Continuous Improvement

In response to the national call and to promote the effective implementation of work safety responsibilities, Hangzhou Qiantang New Area Construction Investment Group Co., Ltd. organized a “Work Safety Month” emergency drill for excavation pit collapse at Lot 1 of Phase IV of the Yipeng Relocation Housing Project. The event was hosted by Hangzhou Qiantang Anju Development Group Co., Ltd., with China United Engineering Corporation and Zhejiang Guofeng Group Co., Ltd. serving as co-organizers. The drill focused on conducting an on-site emergency response exercise for slope failure and drainage at the western Section 6 excavation face of the project’s construction site.

Project Overview

The project is located south of the planned branch road, east of Yipeng Road, west of Qingdong Road, and north of Tangxin Line. The site area is approximately 45,286 square meters, with a total floor area of 197,712.94 square meters, including about 126,800.80 square meters of above-ground floor area subject to floor area ratio calculations, 3,245.46 square meters of elevated ground-level spaces not included in the floor area ratio, and 70,912.14 square meters of basement floor area. The plot ratio is 2.80, the building density is 22.0%, and the green space ratio is 35.0%. The design provides for a total of 1,112 residential units, with 1,716 parking spaces for motor vehicles and 2,080 parking spaces for non-motorized vehicles.

Exercise Content

The simulated scenario involved a construction supervisor organizing a comprehensive work team of 10 workers to carry out excavation of an access tunnel beneath the foundation pit and to perform reinforcement and shoring operations on the pit. Suddenly, the slope of the access tunnel collapsed due to instability, and a headcount revealed that two workers were missing, suspected of being buried in the excavated soil. In accordance with the emergency response plan, the on-site rapid-response team, personnel-evacuation team, technical-support team, logistics-support team, communications-and-communications team, and medical-rescue team each assumed their respective responsibilities, coordinated closely, and carried out the on-site rescue operation in an orderly and well-organized manner, resulting in the successful completion of the emergency drill. Shen Jianliang, Deputy General Manager of Zhejiang Guofeng Group Co., Ltd. and the overall commander of this drill, provided an insightful evaluation, emphasizing that such drills enhance awareness of risks associated with emergencies, verify the operational effectiveness of emergency plans, strengthen emergency response capabilities, and thereby improve preventive measures before incidents occur.

This safety drill has concluded successfully. Safety is like congealed blood, accumulated tears, a ceaseless ringing bell, and a silent monument. Through this exercise, we must earnestly study and implement the principle of “everyone prioritizes safety, and everyone knows how to respond to emergencies,” striving to prevent problems before they arise, remaining committed to continuous learning, and cultivating good habits.
