On January 2, 2021, the Construction Safety and Machinery Branch of the China Construction Industry Association issued Document No. Zhe Xie An Ji [2021]7, “Notice on the Publication of the List of Standardized Learning and Exchange Projects for Work Safety at Construction Project Sites in 2021,” under which our project department was honored with this prestigious recognition. This award is the highest national honor in the field of safe and civilized construction and is widely regarded within the industry as the “Luban Award” for safety management and civilized construction.

The Phase III, Lot I project of the urban–rural integrated resettlement community (slum redevelopment area) in Hezhuang Subdistrict is developed by Hangzhou Qiantang District Construction Investment and Development Group Co., Ltd. and constructed by Zhejiang Sanjian Construction Group Co., Ltd. The entire project is an EPC general contracting project for prefabricated PC-component construction, with a total floor area of approximately 358,000 square meters.


From the very outset of the project, all relevant standards and systems issued by the Bureau and the company have been rigorously implemented, with the overarching management objective of establishing a green, civilized, and safe construction site and fostering a harmonious working environment. The project has consistently adhered to the work safety policy of “safety first, prevention-oriented, and comprehensive management,” closely focusing on the goal of creating a “national-level standardized work safety construction site.” To this end, the project has been carried out with high starting points, stringent standards, and exacting requirements, with unwavering emphasis on work safety management and full implementation of the work safety responsibility system at all levels.




The project is being constructed in strict accordance with the benchmark standards for model construction sites, with a steadfast focus on the production objectives of “safety, civility, and quality.” Comprehensive safety measures have been implemented, including standardized safety passageways, protective canopies, and edge protection systems. In addition, smart construction technologies such as BIM information technology have been leveraged to ensure safe project execution and enhance overall efficiency.




The project also organized and hosted events such as the “Safety Production Month” campaign for the construction industry in Qiantang District, Hangzhou, along with a site observation session on standardized quality and safety management. As a result, it has successively received numerous prestigious awards, including the “Hangzhou Municipal Construction Project Structural Quality Award for the First Half of 2021” and the “Zhejiang Provincial Smart Construction Site Demonstration Project for 2021.” This latest recognition as a “National Standardized Construction Site for Safe Production in Construction Projects” represents another significant affirmation of the project’s efforts in standardizing safety management.
The “National Standardized Construction Site for Safe Production in Construction Projects” initiative aims to standardize safety production practices on construction sites and safeguard the lives and health of construction workers. Earning this honor signifies that the project’s comprehensive management—covering preventive safety measures, quality of management practices, operation of the occupational health and safety management system, and environmentally friendly and civilized construction—has reached an industry-leading level. Taking this recognition as a new starting point, the project will continue to uphold the spirit of striving for excellence and innovation, endeavor to win the Luban Award, and deliver high-quality, exemplary projects.
