To further strengthen the Group’s work on production safety management and ensure that safety accidents are rigorously prevented during future project construction, the Group’s Quality and Safety Inspection Team conducted a two-day comprehensive safety inspection of ongoing projects in Lin’an, Xiaoshan, Yipeng, Xiasha, and other locations on November 25 and 26, 2021, thoroughly identifying and eliminating potential safety hazards at each site. During this inspection, the team examined the project site, office facilities, workers’ canteens, and dormitories. Upon identifying any issues, the inspection team required the project management to implement immediate corrective actions, striving to eliminate all safety risks to the greatest extent possible and thereby providing a safe working environment for employees. The inspection team emphasized that project management must strengthen leadership, reinforce preventive measures, cultivate a strong awareness of production safety, establish and improve safety management systems and regulations, conscientiously implement the responsibility system for production safety, and fully adhere to the principle of “safety first, prevention-oriented, and comprehensive control.” It is essential to uphold the principle of “whoever is in charge is responsible,” ensuring that the responsibility system for production safety is implemented at every level with meticulous attention to detail. Furthermore, robust efforts must be made to carry out publicity, education, and training on production safety, enhancing both managerial and employee awareness of safety and the rule of law. Safety management rules and regulations, job-specific operating procedures, and organizational structures must be comprehensively established and refined, so that there are clear guidelines to follow, legal frameworks to rely on, and effective organizational and institutional arrangements in place. In addition, proactive measures must be taken to prevent production safety incidents, with strict prohibition against the occurrence of any such incidents; should an accident nevertheless occur, the incident reporting system must be strictly enforced, with timely hierarchical reporting at each level. For any production safety accident, the “four no-release” principle must be rigorously applied to hold the principal person in charge and other relevant parties strictly accountable, thereby safeguarding the lives and property of the state and the people. Finally, production safety inspections must be normalized, institutionalized, and standardized, with particular emphasis on diligence—frequent inquiries, prompt supervision, and thorough inspections. Any safety hazards identified during inspections must be promptly followed up by personnel at all levels to accelerate corrective actions, nipping hazards in the bud and reducing the incidence of production safety accidents. At the same time, the Group must bolster its safety management capabilities and standardize its safety management practices. During this inspection, the inspection team engaged in on-site discussions and exchanges with project management personnel, conducting field analyses of safety hazards and safety management measures. For all issues and hazards identified, the team issued hazard rectification notices, requiring each project to complete corrective actions within a specified timeframe and assigning dedicated personnel to track and supervise implementation, thereby ensuring a 100% hazard rectification rate. This will guarantee the smooth progress of construction and production safety, providing strong support for the Company’s continued growth and development.

Should an accident occur, we must strictly enforce the accident reporting system, ensuring timely, tiered reporting. For any work safety accident, we shall, in accordance with the “four no-let-offs” principle, hold the principal person in charge and other relevant persons accountable with utmost seriousness, thereby safeguarding the lives and property of the state and the people. Inspection of work safety must be made routine, institutionalized, and standardized, with diligence as the guiding principle—frequent inquiries, diligent supervision, and thorough inspections. Any safety hazards identified during inspections must be promptly followed up by personnel at all levels to expedite corrective actions, nipping hazards in the bud and reducing the incidence of work safety accidents. Furthermore, we must strengthen the Group’s safety management capacity and standardize its safety management practices.






During this inspection, the inspection team and project management personnel conducted on-site inspections and exchanges, analyzed safety hazards and safety management measures on site, issued hazard rectification notices for identified problems and safety hazards, required each project department to carry out rectification within a specified time limit, and assigned dedicated personnel to track and supervise the process, ensuring that the hazard rectification rate reaches 100% , ensuring the smooth and safe execution of construction operations and providing strong support for the company’s growth and development.
